Overview

Overview: RGS is seeking a Change Management Consultant to support the National Background Investigations Bureau (NBIB). 

As of October 1, 2016, the NBIB was established as the primary service provider of government-wide background investigations for the Federal Government with the mission of delivering efficient and effective background investigations to ensure the integrity and trustworthiness of the Federal workforce. NBIB has the responsibility of conducting background investigations for over 100 Federal agencies – approximately 95 percent of the total background investigations government-wide. In addition, the NBIB provides investigative systems training and conducts oversight evaluations of other agencies to review compliance with Federal security regulations. While semi-autonomous, NBIB is still a component of OPM. The Department of Defense assumes the responsibility for the security, and operation of the supporting IT systems and data for background investigations. RGS is looking to hire a change management and communication professional to support the existing team with activities associated with the responsibilities below.

Responsibilities

Responsibilities:

Assist with Change Management Activities for NBIB. The candidate will support a variety of change management initiatives aimed at continuing to push NBIB forward in their new mission. Activities may include but are not limited to:

  • Engaging key stakeholders in problem solving activities to improve both mission and mission-enabling processes
  • Prioritizing issues of key stakeholders with the current process and identifying a tactical roadmap to resolve those issues
  • Developing governance to support an agile and evolving organizational environment
  • Assisting the government in expanding their web and social media presence in an interesting and engaging manner
  • Prepare and facilitate regularly occurring meetings, senior leader video teleconferences (VTC), and senior interagency stakeholder sessions as well as other ad-hoc meetings and conferences as required
  • Developing and implementing a structured communication plan addressing key stakeholders
  • Create a Welcome to NBIB orientation brief and assist with other initiatives associated with the on-boarding process
  • Identifying innovative techniques and ideas that will influence and address communication deficiencies with the NBIB workforce
  • Maintaining multiple channels of communication and developing messages to deliver consistent communication to stakeholders and employees
  • Working directly with stakeholders thru workshops, forums, briefings, surveys, collaboration websites, etc.

Qualifications

Required Skills:

  • 4 years of relevant experience
  • Experience with strategic communication and change management within a Federal organization
  • Experience with coordinating and driving collaboration meetings
  • Proficient in MS Office products, specifically MS PowerPoint, Excel, and Word

 

Desired Skills:

  • Direct support of senior level leaders
  • Experience facilitating groups and developing conducting surveys, focus groups, etc.
  • Experience drafting corporate-level communications
  • Stakeholder relationship management and outreach
  • Familiarity with information design techniques and strategies

 

Education: Bachelors
