RGS is seeking an Acquisition Analyst to provide direct support for PMS 400D. PMS 400D is a subcomponent of Team Ships, supporting the Naval Sea Systems Command (NAVSEA). The mission of PMS 400D is to design, build, outfit and test all DDG 51 Guided Missile Destroyer Class Ships. The focus of PMS 400D continues to be ship design and production including a full range of engineering and program management.


  • Program Management Support - Provide executive, analytical, management and administrative support including, but not limited to: coordination of management office operations including management of records, schedules and correspondence; long-term planning; deliverables tracking; task management; and assistance in the development of milestones and objectives for the DDG 51 Program Office. Provide program administrative support in the development of Program Plans and provide assessments and indicators of progress. Monitor Program Acquisition schedules for potential or actual changes, advising the Government of alternatives and provide impact assessments.


  • Program Planning and Integration - Provide programmatic support for DDG 51 Program Office goals, objectives and acquisition strategies. Assist in developing required plans, concept papers, white papers and senior level briefings. Provide support for action and milestone planning and tracking, project planning and progress, program metrics establishment and tracking, and active participation in designated meetings and milestone reviews. In response to Navy inquiries, provide executive level liaison with, and communication support functions to Navy, DoD, Congress and other agencies and organizations.


  • Program Monitoring and Control - Provide support in performing program monitoring and control efforts, including critical path management, forecasting upcoming and recurring DDG 51 Class program events, planning and preparation for critical events, formulating meeting agendas and attendance lists, preparing and promulgating meeting minutes as required and development of Milestone charts.


  • Contract Administration Support - Provide contract administration support for applicable PMS 400D contracts including, but not limited to: coordinate the Award Fee Evaluation Board/Incentive Evaluation Board (AFEB/IEB) review process in accordance with the terms and conditions of the applicable contracts; coordinate development of Contractor Performance Assessment Report (CPAR) for applicable contracts in accordance with current CPAR guidelines; and prepare and copy briefing materials based on Government inputs in support of AFEB/IEB and CPAR processes.


Required Skills: Candidate should have at least 10+ years supporting acquisition



Desired Skills: Previous experience supporting Department of the Navy, specifically

NAVSEA, strongly preferred.
