RGS is supporting the Naval Sea Systems Command (NAVSEA) Acquisition and Commonality Directorate (NAVSEA 06) with business consulting services for the Program Management (PM) College, managed through the NAVSEA Program Management Competency Business Office (NAVSEA 06M).

In 2013, the NAVSEA Program Management Competency (PMC) Leadership Board assessed the PM acquisition workforce development needs that are required to better meet the unique business needs of the Enterprise. As a result, the PM College was stood up to serve as a mechanism to cultivate both individual and organizational learning and development, and build and improve PM workforce capability and readiness at NAVSEA. The NAVSEA PM College is designed to be a key implementer of the PM Acquisition Qualification Standards (AQS) that will enable NAVSEA to bolster and support the Program Management workforce. 

We are seeking to add a Program Analyst to our NAVSEA team to directly support the NAVSEA 06M Deputy Program Manager and the Workforce Development Assistant Program Manager. The candidate will have 1-3 years of experience in areas such as defense acquisition, curriculum development, course development, and events management.



  • Collaboratively review, edit and finalize all PM College course curriculum material
  • Coordinate internally (NAVSEA) and externally (Navy) to ensure all course instructors are logistically prepared to host PM College classes
  • Assist in the tracking, analyzing, and improving PM College class attendance
  • Design and administer PM College instructor and class participant surveys, with a focus on Program improvement
  • Develop trusting client relationships
  • Work as an effective member of a collaborative team
  • Gathers and consolidates pertinent data, and develops and prepares status reports
  • Work as an effective member of a collaborative team in support of the PM College program
  • Utilize consulting skills to assess the challenges faced by the client and create solutions that satisfy the client’s needs
  • Respond to emerging top priority requests from Senior Leadership
  • Effectively multi task and manage priorities to cope with demands of a fast paced environment




Required Skills:

  • Strong familiarity with defense acquisition processes and terminology; experience wtih Defense Acquisition University coursework is a plus. 
  • Experience in training and development program management and course content development
  • Knowledge of all Microsoft Office products, including Sharepoint
  • Excellent organizational and logistical abilities
  • Excellent written and oral communication skills
  • Ability to provide customer service to senior leadership in various capacities (face to face, email, phone)
