OPNAV N4 Secretariat (N4S) reports directly to the Executive Assistant to the Deputy Chief of Naval Operations, Fleet Readiness and Logistitcs (OPNAV N4).  N4S serves as the clearing house and coordinating authority for all taskers (Navy, Defense Department, and Congressional) and Navy issuances requring coordination within N4.
